I bet that is the shipping weight for their online ordering process. If you look at their 22cf, 40cf, and 77cf bottles, they are all listed as 9 lbs. Also, the part is listed on some other sites as "7.9 lbs max", although that's still more than 7.4 lbs.

BTW I saw people in Europe paying $2.300 (€2.000) for hydrostatic testing of this cylinder which is ridiculous because I pay the same test $30 for scuba tanks.
