Maybe I'm missing something but it doesn't bring anything that it's not already in preliminary report. As I assumed in one of the first posts in this thread, it seems that the crew wasn't aware of heavy traffic (being on other frequency and not consistently warned by ATC) and there is ATC responsibility for this accident.

Regarding "The GCAA said it is now in the process of publishing a safety decision containing mandatory requirements for ensuring that ATC procedures are developed, implemented and maintained for issuing essential traffic information, including the advice to aircraft of the expected occurrence of hazards caused by turbulent wake." I would say that clear separation rules already exist but ATC didn't apply them in this case. It seems that with this conclusion and further actions they want to wash off DXB ATC responsibility.

It's already in this thread on previous page, just above your previous post. I didn't notice any update in it.

Link to Final Report herewith below, contents of which is self-explanatory.

Although it is invariably always a series of events leading to an accident, there are some real lessons to be learnt here so far as wake turbulence separation minima is concerned.
