TXS - I try to get a answer here.
How do you call the certificate (EASA form1) in the US?
Does FAA consider the starter as critical part and do you need the US certificate?
Are you allowed to buit in used parts certified with a document which states "Removed in serviceable condition" ?
Is it all worth? I mean, maybe we will find a starter for 700€ (950USD) plus shipping plus custom plus...

In the US I believe it is called "yellow tagged" because the mechanic who removes it certifies that it is in working condition and useable by placing a yellow tag on the item. If it will cost that much from Europe it may not be worthwhile. Got my plane back yesterday. $1500 for a replacement starter. Anyone want a questionable starter. I'll sell it for hardly anything

The FAA version of the EASA form 1 is known as the 8130 (more precisely, FAA 8130-3).
I don't particularly know the Thielert engine (we operate Austro engines) but I find it highly unlikely you can use an automotive part. The starter is probably connected to the gearbox on the Thielert, which does not exist on the car.
Finally, regarding used parts, it shouldn't be an issue (except for the price) if you receive the part with the original Form 1 (or 8130), and some type of document (typically a tag) indicating the number of hours, cycles or days the part was used.
You can find good deals online but do make sure you get the appropriate documentation - any respectable MRO should provide them.
