It is mind boggling all the issues and decisions that leave us behind in safety for no reason but rules and bureaucracy.
FSDO can approve many things. They approved 50 watt Xevision lights for some of us years ago. Improved safety over those silly quartz lamps.

It doesn't matter whether or not Garmin "blackballs" Diamond, as that cannot really happen, as Diamond and Garmin deal with each other as any party deals with a supplier. The issue of "blackballing" only relates to the installation/service of Garmin equipment in customer-owned aircraft. In that regard, I can assure you from personal experience that Garmin HAS BLACKBALLED customer-owned Diamond aircraft.
