How full is "full" in long-range tanks?

How full is "full" in long-range tanks?

When topping off the tanks, how can you visually tell if the tank is full (i.e 25 gals)? To the bottom of the filler neck? Something else?

If the fuel is 1" below how much fuel is in the tank?

I have standard tanks. No matter what I tell the line guys to do they often fill it absolutely full. When they do that I think I have between 43 and 44 gallons. I have no idea what the LR tanks hold completely full.

Fuel capacity of standard tanks is a hair over 40 gallons (as in 40.1 or 40.2). There are no tabs. It is difficult to get the full 40 gallons in there due to the configuration of the tanks and the short length of the filler. Although the VM-1000 fuel gauge is quite accurate (in my aircraft it has never been > 1 gallon off when filling the tank), there is no truly accurate method for filling to less than a full tank quantity.
