Just read this article on P&P and there was an interesting follow-up thread over on beechtalk.

Seems like the Dept of the Interior sent a letter to a helicopter pilot advising him that he wasn't following the the encouragements (not requirements) from FAA AC 91-36D to fly at least 2000' AGL over national parks.
There seems to be a lot people who are worried ADS-B tracking will cause more and more enforcement actions by local governments regardless of their enforceability.
