If your intent is to flip the plane then yes, offer a price you can back up and see if the owner bites.
It's pretty obvious to me from the limited pictures and time claimed that this owner neglected the airplane from day one. If I was buying this plane for my own personal use, I would not, I would turn and run as fast as I could.
I haven't seen this type of abuse on flight school planes. He did nothing to address even the most simple maintenance items. It probably still has the original oil in it.
