I think you'll have more luck decoupling these activities. Get the plane to Florida, and then find a good instructor once you are there. There are dozens, if not hundreds, of flight schools in Florida.

I use a winch on the DA40 as many others do. “Recommended” by Diamond or not, you gotta get the plane in the hangar somehow.

Did this during my instrument check ride. I could transmit and receive, but the DE could not talk to ATC. Later I figured out he must have plugged his mike into one if the passenger ports. To this day I wonder if that helped me pass my checkride.
