Static RPM is usually checked with the aircraft stationary. As the aircraft moves fwd the load on the prop blades changes as the airflow is at a different angle of attack. To check it, open the door a few inches and move the latch lever, it should snap to both the open and closed position and be held there by the spring. Have done it a few times.
Largely depends on where the CG is now.
Its easy to do the SB but I would recommend doing a new CG so you know exactly where it is now. Then run up a spreadsheet so that you can change things around and work out what is the best adjustment and how much weight to add.
